The finished unit is smaller than the rough opening. That gap is shim space. It lets a crew level and plumb the frame in a wall that's never perfectly square. A common trade practice is to deduct about 0.5 in from the opening, so a 72x72 rough opening takes a finished unit around 71.5 in by 71.5 in. Your installer may want a different gap, and that's fine, just tell us the number you're working to.
Measure the opening width and height at three points, top, middle and bottom for width, left, center and right for height, then use the smallest figure. Walls bow, corners are out of square, and the smallest number is the one that keeps you out of trouble. If this opening is an emergency escape and rescue opening, check the code requirements before you finalize the size. The 2021 International Residential Code, published by the International Code Council, sets a minimum net clear opening of 4 square feet with a minimum net clear opening height of 22 inches for an existing operable window, per the 2021 IRC. A 72x72 opening is far larger than that, but the operable portion of a mulled unit is what counts, not the overall frame.
